Penelo was only fourteen when the war ended. When her brothers were dead and her parents taken and executed for sheltering them. When an Imperial officer and his wife and new baby were moved into her home and she was thrown out to fend for herself. She'd had only a few moments to gather her belongings. She'd chosen practical things: a cooking knife, a pot, a single skillet, what food she could store in those items, a sack full of clothing. Clothing that she long since outgrew when she filled out, ending as rags turned into a patchwork blanket. Her mother's jewelry was forfeit, but her hair baubles, those were permitted. Penelo took them all and slept with them under her head every night for the past two years. Someone pilfered them whilst she was occupied at Migelo's sundries shop, leaving only the ribbons behind.

That's when she took to braiding her hair with ribbons at all times, so that small remnant could also not be taken from her.

The cookware was shoddy and the knife often dull, and hidden behind a crate in the back of the warehouse she now called home with the rest of the orphaned children of Lowtown.

She was fourteen when she became the mother hen of the urchins--doing what she could to keep them safe, keep them fed, keep them from being trodden underfoot by Archadeans in their heavy plate armor.

Migelo did his best by them. But he was in a precarious position trying to stay in business so he could help children who had lost everything and appearing to be much put upon by their presence. Nobody could afford to be seen as an abetter of the resistance. He shrugged helplessly when questioned why one of his abandoned warehouses were now housing riff-raff. What was he to do when they snuck in while he was minding his store? And if one of them stole a copy of his key to the waterway, he could hardly be held to account for petty thievery. No, it was better by far to send them on trivial errands and pay them in food. The invaders couldn't possibly object to his project of trying to rehabilitate them into model colonial citizens, now could they?

Vaan sometimes grumbled that it was too boring, Kytes was easily distracted, Filo wept for her old house when she thought no one was listening. Penelo? She was grateful for the help and understood that the Seeq was doing all that he could. She also never ate the whole of the meal he provided her while working. Always she would put back a bit of bread, a corner of cheese, half a starfruit fresh from the Estersand. Those tidbits went to one of the other hungry mouths with large eyes hidden away in Lowtown where they could not offend the aesthetic sensibilities of their conquerors.

Problem was, not a one of them really had been taught how to cook yet. Penelo was next oldest and someone had to do it, so it fell to her. She did her best. Coin from dancing in the bazaar was too precious to squander on prepared food when there were shoes needed and milk for the youngest of them. It was easier to sneak out to the edges of the desert and grab a few cacti and hope that Vaan's rat hunting would turn up successful. She learned through trial and error how to skin a rodent, how to save the bones for broth, how to saute their tails in cactus butter as a treat for the children. How to scrape the insides of the cactus and melt it in a pot for cooking. How to boil the remainder leaves into vitamin filled tea.

It all tasted terrible.

No one dared complain in Penelo's earshot. Not when a plea of "I'm hungry" would be met with a crust of bread from her lunch. Or a bowl of rat stew with root vegetables gleaned from the brush outside the city gates. She never stopped working, never slowed down, never shed a tear. The rat stew could have used that small dose of salt, but it never happened. She tried as she could to improve her cooking, but with so little at hand to work with, options were limited.

Except when Vaan went stealing again. He had a point, after all. The Empire had stolen everything from Dalmasca and what could it hurt to take some of it back? Except the answer to that was a life sentence in prison. And he was needed by all of them. They relied on him for protection and for food. And of course, his pie in the sky dreams of becoming a sky pirate. Every child loved those, daydreams of taking to the air, escaping the underground prison that constituted their home. Someday they would be free.

Someday they would not fall asleep hungry.

Someday they would not have to rely on Penelo's failed cooking attempts.

Someday her meals wouldn't need to be flavored with tears to be palatable.

Canon Point: After "A Moment's Respite"

Personality: Penelo is the embodiment of hope through perseverance. Her claim to be "tougher than she looks" arises from strength gained from adversity. Rather than crumpling under the invasion of her country, which resulted in the deaths of her entire family, she picked herself up by the bootstraps and made her way in life, by working odd jobs and dancing in the bazaars. She firmly believes that if she just sticks things out, they will get better. This leads her to come across as cheerful and plucky. Despite her education in the school of hard knocks, she remains optimistic and willing to help out others.

She is rather soft-spoken and not really given to loud or violent outbursts. In fact, she craves peace, and is willing to take whatever actions are necessary to achieve it, even if the means must be taking up arms for a time. This does not mean that she is likely to pick a fight, in fact, she'd rather stay out of confrontation. However, she understands that sometimes one has to do something undesirable to keep the peace. She'd be quite content to lead a quiet life in Rabanastre, but her devotion to Vaan (and her attempts to keep him out of trouble), drags her around Ivalice and her skies into the thick of adventure.

She's also exceptionally responsible. It is evident in her scolding of Vaan, to the point of being a nag. She acted as a surrogate mother to the orphans living in Lowtown, offered them advice, tried to cheer them when they are down, and settled in as the group cook even though she was bad at it, because someone's had to do it. If there's a job that needs done, Penelo is likely to be the one to do it, dutifully and without complaint (although she does play hooky from time to time).

Penelo is approachable and open. She's willing to befriend the son of the emperor who conquered her country, she goes out of her way to draw Velis out of his silence, and offers to help out a clanner who's taken on a quest to have her and Vaan arrested. Even with her cheer, she has her limits and has admitted that she is tired of losing people that she cares about and that she's tired of being strong. Given time to heal, she'll get right back to business; still, she'll suffer in silence rather than let anyone else burden her problems.

As she's grown and matured, she's retained her hopeful and optimistic nature, but is no longer the wide-eyed, innocent provencial girl or even the fledgling pirate her friends once knew. She's spent enough time in the air and traversing Ivalice to have garnered a reputation, not only as a fantastic dancer, but a rather notorious pirate. So much so that she's even gotten an impostor and a bounty on her head. She's acclimated to the role of the pirate, but still fears flying and prefers the quiet life on the ground to the constant hustle and bustle of Vaan's career choice.

Skills and Abilities: Because Penelo is featured in three games, I'm electing to limit her skill set to the jobs she is primarily seen using in Revenant Wings and FFTA2. Her job in both games is that of a dancer, although in RW the job is a healing class, and in TA2, it shifts to an offensive one. In TA2, Penelo is treated as a Viera for all purposes of the laws, so the jobs open to Viera, rather than Humes, are the ones she can learn. The list of all those jobs can be found here. However, for the sake of RP and what suits the character, she will almost exclusively only use the Dancer/White Mage jobs. Along with those jobs comes the ability to use the related weapons, which are primarily daggers and staves. Seeing as these are unarmored jobs and Penelo elects to wear revealing clothing, her strength is markedly diminished in a direct attack and she is vulnerable to physical attacks.

Quickening: Dance of Rapture - Beautiful and magical dance which heals all allies and removes all debuffs.

Dances: Most of these are degenerative/offensive although those from RW are beneficial to the party.
Mincing Minuet - Deals ranged damage to one foe.
Blade Dance - Deals damage twice, only available when wielding a bladed weapon.
Forbidden Dance - Inflicts a random status ailment.
Slow Dance - Inflicts Slow on a unit.
Witch Hunt - Removes MP from one foe.
Polka - Lowers enemy's Weapon Attack power.
Heathen Frolick - Lowers enemy's Magic power.
Jitterbug - Snatches the enemy's life. Deals damage and heals user.
Mystic Dance - Give Faith
to all allies in range. (increases their magic attack)
War Dance - Give Bravery to all allies in range. (increases their physical attack)
Hypnotic Dance - Inflict Disable on surrounding foes. (prevents them from taking any action)
Critical: Quick - (optional support skill) Bestows Quick, speeding the recipient's movement, when at critical HP.

White Magic: All white magic requires MP to cast and the more powerful spells use more of the magical supply.
Cure - Recovers a decent amount of HP in an area. Deals damage to the undead.
Cura - Recovers a great amount of HP in an area. Deals damage to the undead.
Curaga - Recovers a very large amount of HP in an area. Deals damage to the undead.
Esuna - Cure physical status ailments such as Blind and Poison in an area.
Raise - Revive a KOed ally with minimal health. Deals damage to the undead.
Arise - Revive a KOed ally with all of their HP. Deals damage to the undead.
Reraise - Bestows Auto-Life.
Refresh - Cures all status ailments on a target.
Esunaga - Remove debuffs from all allies in range.

First Person Sample:
Dear Al-Cid,

I'm sorry we missed seeing you in Fluorgis. I was looking forward to seeing you again. It's been too long. I hope everything is well in Rozzaria and it wasn't too much trouble to look into Khumja. Better you than Vaan, though. We didn't make it because he thought he'd found a lead and stumbled into to some crime syndicate's planning meeting. I don't think he knows how to stay out of trouble.

We've stayed busy, since he can't seem to stay in one place and he's always chasing down something exciting. I think we're off the hook for that assassination attempt, and the baron is on the mend.

We decided to take your advice and stay with Clan Gully until we find out more, so thank you for the letter. We found Hurdy's with the clan too; it was really good to catch up with him. It reminded us both of the old days in Rabanastre. Speaking of, how is Ashe? Have you seen her lately?

We should visit soon. I'll tie Vaan's feet to the floor so he can't go wandering off this time.

Third Person Sample:
Penelo walked through the streets until she arrived at the open area in the bazaar. As usual, it was buzzing with people, vendors hawking their wares competed with the haggling voices of customers. The air was steamy, thick with the smell of hot bodies and fresh foods. No more did the clank of armor ring in the ears of the shoppers, that nagging presence that lingered when Dalmasca was still occupied. They were free again, and at peace, but that didn't change her circumstances. There were mouths in Lowtown to feed, those of her new "family" and that bottomless pit that Vaan called a stomach.

Oh well, what can you do? Food had to be bought, so money had to be earned. She unwrapped her scarf from around her waist, grasping the ends in either hands, and posed herself. The first steps were slow, carefully placed, a slow lead in to the dance. Her hold on the fabric was light, and she lifted one arm over her head, so it would catch in the air. A few heads turned, watching her movements which were light and graceful.

Her mind drifted to her first dances, with her standing on top of the feet of her brothers, who would sway from foot to foot and call it dancing, or hold her arms and spin her around until they were breathless. For a moment, there was a dull ache, but she realized in a way, she was keeping that memory alive. She gave herself over to her movements, a smile creeping across her face. So engrossed she became, she even forgot about the purpose of the activity, ignoring the coins being tossed at her feet.

When she finished, she spotted Vaan leaning against a nearby stall. "Not bad," he told her, after pushing off the booth and coming over to pick up the coins.

"That's all you have to say?" she shot back in reply. "One of us has to earn our keep."

"Well today's our lucky day. Some airship landed outside the Southern Gate. I'm going to steal it. You coming?"

"One of these days, you're going to rot in a dungeon," she nagged him. But she still followed him to the southern end of the city.

Quite the grand occasion this wedding was turning out to be. Penelo had received an invitation by virtue of being a friend of the bride, and while she'd come to understand that the couple in question was royalty in their world, she couldn't turn down the offer so sweetly made. Thus she'd come, not dressed in the finery of the native Gaians, but closer to what native Dalmascans wore. Perhaps the choice was unsuited for the cooler climate of Gaia compared to her desert homeland, but familiar mode of dress made her feel more at home.

Rosa looked so beautiful and the adoration she held for her new husband shone in her eyes, lighting up her fair face. A wistful smiled settled onto Penelo's lips. Where once she would have privately envied her friend's good fortune, now there was little more than a pang of regret for dreams that would never be. No longer was she the young orphan swept off her feet by a sky pirate's gallantry, or even the fledgling sky pirate's partner with dreams of a quiet life on the ground. Her hair was longer, her face more mature, the world her home. Chasing behind Vaan to keep him in line consumed her daily life, and childhood daydreams of settling down and having a family were years forgotten now. For Penelo, it was just as good to share in another's joy.

The newlyweds were fully engrossed with each other, in their own little world as they shared their first dance. Penelo felt the voyeur watching them, and thus glanced away, taking in the guests present. Many of the faces she knew, others she did not. Among one of the unfamiliar was an attractive man, whose gaze lay upon Rosa and Cecil, yet bore an expression of melancholy. With a nod to herself as she decided to act, she crossed the room to approach him. Introductions were made, and when she heard who she was, she recalled being told of Edward losing the love of his life.

Rather than scold or nag him for bringing sadness into such a happy occasion, Penelo was moved to compassion and did not mention what she knew about the prince and his past. "A few years ago, I lost someone I cared about very much. I'd lost so many already to the plague and then the war. It felt like my whole world had been ripped out from underneath me. Knowing that you have to be strong, that you can't change the past, that you need to move on is hard. Sometimes it feels impossible. But I found a way."

"How?" he asked her. It did feel impossible to him. Each day was a new day without Anna. Another day not worth the living.

"I danced." Simple as that. It'd been with considerable pushing from the others, and she cried as her heart had broken all over again, but she'd gone through the steps, until she finally moved past the pain and lost herself in the joy of moving.

She extended her hand in invitation, head canting to the side with a small smile to follow. "Dance with me?"
